Minimum Competency Testing
An assessment that tries to establish the minimum level of achievement. At least 36 states now require some type of minimum competency, which may be tied in with the ability to graduate.
There is a great deal of controversy about minimum competency tests. Critics worry that the blame for a poor school program may be shifted to the students. While the goal of minimum competency testing is to improve overall achievement, critics worry that the tests will in fact depress some students’ achievement levels. There is also concern about the impact of such tests on minority achievement.
Students with identified LEARNING DISABILITIES can waive the tests, although some schools suggest that these students take the tests anyway in the freshman year. If the student fails the entire test, he could then take it again with modifications as stipulated in his individual education plan. Students with learning disabilities as a senior can waive the tests.
